Report: Coast Guard restructuring Pacific Northwest operations   More authority moving into Astoria, out of Portland (3/3/2010) (ASTORIA, Ore.) -- The U.S. Coast Guard is restructuring in the Pacific Northwest to create a new Sector Columbia River, The Daily Astorian newspaper reported. About 35 new jobs will be gained in Astoria, as river closures and more security functions will be controlled locally.
